All the action on labor issues these days is with the agencies (the NLRB and the DOL). That is where a Kerry administration would have an immediate and important impact on unions. Within days of a Kerry inauguration you can say goodbye to the new overtime rules, the union financial reporting changes and the Beck executive order. Not long after that you will see the NLRB start overturning decisions on everything from the right of graduate assistants to organize to employee witnesses and (perhaps) card-check recognition.
